Highland County Community Action Organization, Inc. is a private non-profit corporation that has served Highland County since 1965. Our organization is governed by a 15 member volunteer board representing the private, public and low-income sectors in our county. The Governing Board meets the 4th Tuesday of each month at 5 pm at our Hillsboro location.
HCCAO utilizes a 2 Generation approach to poverty services that emphasizes serving entire families. We recognize that to effectively address the effects of poverty on our children, we must also support our parents and grandparents.
We have a no wrong door policy for our services. Anyone seeking a service in one of our departments will be connected with all of the supports available through our other departments and community partners.
On August 20, 1964, the Economic Opportunity Act was passed by Congress and this act was signed into law by President Johnson under his War On Poverty. Highland County Community Action Organization, Inc. was established in 1965.
HCCAO is now in its 54th year of existence and both the staff and Governing Board are proud to serve Highland County residents. The Highland County Community Action Organization, Inc. is one of over 1,000 Community Action Agencies throughout the country. Community Action changes people’s lives, improves our communities, and makes our counties better places to live. We are dedicated to Helping People and Changing Lives.
HCCAO strives to empower individuals and families through opportunities and support to achieve self-sufficiency.
